Background:
At the May 7, 2018 CRA Board meeting, the Board authorized staff to issue a Request for Qualifications (RFQ) for Architectural Services and Architectural Landscape Services on a Continuing Contract basis. The purpose of the RFQ is to solicit qualified architectural and landscape architectural consultants to provide pre-design through construction services for various improvements on a continuing contract basis, for projects located within the CRA District for which construction costs generally do not exceed $2,000,000, and for study activity when the fee for such professional service does not exceed $200,000, pursuant to Florida Statute Section 287.055 (Consultants’ Competitive Negotiation Act). The RFQ was issued May 14, 2018 with a closing date of June 15, 2018.
There were eighteen (18) respondents to the RFQ. Five (5) respondents submitted for Architectural Services, eleven (11) submitted for Landscape Architectural Services, and two (2) submitted for both disciplines. On July 6, 2018, a selection committee consisting of three (3) CRA staff members reviewed and ranked the submissions for each discipline based on the criteria listed in the RFQ:

The RFQ indicated that up to five (5) firms for each discipline would be selected and retained for a period of three (3) years, with an option for up to two (2), one (1) year extensions. The Selection Committee recommended the following five (5) firms for each discipline:

The selection committee scored these firms highest based on the stated criteria, especially as it relates to the CRA’s needs. The final rankings of the firms are included in the backup and the proposals are available for review at the CRA office upon request.
It is anticipated that contract negotiations will proceed immediately after the Board’s selection of the firms. The contracts will be brought to the Board for approval at the earliest available date.
