Staff is requesting retroactive approval from City Commission for submittal of grant applications to the Resilient Florida Grant Program administered by the Florida Department of Environmental Protection (FDEP). Two projects are qualified for this sea level rise grant, including Marine Way Roadway and Drainage Improvement ($20M) and Thomas Street Pump Station Improvement ($5M).

Background:
The City of Delray Beach Public Works Department (City) is responsible to maintain city owned roads, seawalls and other infrastructure. We have identified two projects that are eligible for grant consideration under the Resilient Florida Grant Program. The City of Delray Beach's Tropic Isles Neighborhood Improvement Project was awarded $19.8M from the same grant program last year.
1) Marine Way has been experiencing flooding for the past 15 years. A project is currently in design to restore the area by installing new and higher seawalls, adding a new stormwater pump station, upsizing drainage pipes, replacing water/sewer system and restore the area with new shared-use paver roads, onsite parking and decorative street lighting. The project is estimated to cost $20M for construction.
2) Thomas Street Pump Station Improvement is in the final design phase. FY23 funding is secured through state legislative appropriation and City's matching contribution. This application is for FY24 portion of construction cost. FY24 estimated construction cost is $5M.
Per the City's Administrative Policies and Procedures Manual, Policy BF-24, Grant Administration Policy and Procedure, all grant applications must be approved by the City Commission before submission. However, this agenda item was entered for the original commission meeting on 08/23/2022 which got changed to 08/22/2022. Therefore this agenda item was not included in 08/22 meeting. Two applications were already submitted to FDEP on 09-01-2022.
