A motion to ratify an emergency action awarding Foster Marine Contractors, Inc. in the amount of $320,487 for the repair of the sanitary sewer main connecting to Lift Station 1. The recommendation complies with the Code of Ordinance, Section 36.02 (C) (5), “Emergency Acquisitions”.

Background:
On February 25th, 2016, a large sink hole developed on the west side of SE 5th Ave (southbound Federal Hwy) at SE 5th Street; across the from the Teen Center, west side.
A 36” reinforced concrete sanitary sewer pipe traverses in the vicinity of the hole. The pipe is the main collector leading to Lift Station #1, at an approximate depth of 12 feet. Utility crews performed an inspection of the pipe at the closest manhole and found a deteriorated section just east of the manhole, visually showing groundwater infiltration.
Staff immediately solicited pricing from Foster Marine Contractors, Inc.; DP Development, Inc.; and Insituform Technologies, Inc. to repair the sewer main.
Foster Marine submitted a quote for this work in the amount of $168,173.50, with an anticipated duration of 3 weeks. They utilized the unit pricing under an active contract with the City of West Palm Beach, “Master Contract for Utility Construction Services”, contract # 14570. The method of repair consists of slip lining the existing 36” reinforced concrete pipe (RCP) with a slightly smaller PVC pipe from manhole to manhole. This method is performed under active flow conditions, without the need for bypass pumping, which eliminates the potential for a sanitary spill. Staff feels the pricing is commensurate with the scope of work.
DP Development declined in quoting the work. Insituform quoted the repair at $184,919.60.
Under the circumstances, staff recommended this work be considered an emergency situation, to be performed as soon as possible due to public health and safety concerns; therefore, seeking authorization from the City Manager to proceed with the work per Code of Ordinance 36.02 (C) (5), Emergency Acquisitions. Environmental Services Department recommended award to Foster Marine Contractors, Inc. in the estimated amount of $168,173.50 for this emergency acquisition. On March 8, 2016, via email, staff received authorization to proceed from the City Manager.
With the repairs underway, staff reviewed the original as-builts and records from the slip lining completed in the early 1990s and discovered a 680 linear foot section of unlined pipe that remains from the original 1968 sewer line installation. By all indications, this remaining section of unlined pipe would be in the same deteriorated condition as the section which failed on February 25th. Staff requested a quote from Foster Marine Contractors, Inc. for slip lining the remaining 680 linear feet section of pipe. They quoted the work at $152,313.50 with an anticipated construction duration of 3 weeks. Staff feels the additional pricing is commensurate with the scope of work.

On March 22, 2016, via email, staff received authorization to proceed from the City Manager.
This recommendation meets compliance with Code of Ordinances, Section 36.02 (C) (5), Emergency Acquisitions, subject to ratification by the City Commission as soon as practicable.

Funding is available from 442-5178-536-63.93, Water & Sewer Renewal and Replacement / Southeast Interceptor, after a budget transfer.
Timing of Request:
The approval of this item is of high importance, as repairing the condition of utility infrastructure under the current situation is paramount.
