Approve the First Amendment to the Interlocal Agreement between the City of Delray Beach and the Delray Beach Community Redevelopment Agency for the Curb Appeal Residential Improvement Program and an amendment to the guidelines.

Background:
In 2007, the Delray Beach Community Redevelopment Agency (CRA) created the Curb Appeal Residential Improvement Program (Curb Appeal) in order to help facilitate exterior improvements of homes located in the City of Delray Beach’s (City) Northwest and Southwest Neighborhoods located in CRA Subareas #4 and #8. Curb Appeal offers grants funding to both owner and renter occupied residential properties for minor exterior improvements, such as painting and pressure cleaning, landscaping, and driveway repair. The elimination of slum and blight within the Community Redevelopment Area is a priority for the CRA. Curb Appeal is designed to assist in this goal by providing grants to the owners of single-family residential properties for property improvements that can improve the aesthetics of a residential dwelling and increase property value. The CRA assists in funding Curb Appeal, while the City is responsible for recruiting applicants, verifying their eligibility, determining the scope of project improvements, obtaining construction bids, and ensuring each project’s successful completion. Since 2007, Curb Appeal has been extended each Fiscal Year through annual budget amendments.
In 2016, Curb Appeal Guidelines were modified to increase the maximum funding amount from $10,000 to $15,000 for each project. The purpose was to accommodate general increase in construction costs. In 2019, the CRA and City entered into a Curb Appeal Interlocal Agreement which included funding for the City’s annual Rock the Block event, formerly referred to as “Paint-Up Delray” and “Curb Appeal by the Block.” The single day event’s purpose is to bring together volunteers who work together to transform the exterior of income-qualified homes in City’s Community Development Block Grant Area, which overlaps with the CRA District.
In 2021, the Curb Appeal Guidelines were modified to allow the repair and replacement of existing fences, and exterior ramp installation for ADA accessibility and special needs. The purpose of the modifications was to ensure that Curb Appeal was adequately addressing resident needs and ensuring progress towards the CRA’s goal of the elimination of slum and blight.
Earlier this year, the City inquired about increasing the maximum funding amount from $15,000 to $25,000 for each project due to the overall increase in costs and adding in fencing as an allowable expense. The current funding per project limits applicants’ ability to utilize the funding to maximize the dollar impact per project. Also, the City expressed interest in renaming “Rock the Block” event to “Curb Appeal by the Block” or a similarly named neighborhood improvement program and increasing CRA funding do to an increase in overall costs.
The attached First Amendment to the 2019 Interlocal Agreement includes total CRA Curb Appeal funding for Fiscal Year 2025-2026 in an amount not to exceed $600,000. Funding for subsequent years will be based on the City’s funding request and may be included as part of the CRA’s annual budget. Additionally, the First Amendment includes both the name change of the “Rock the Block” event to “Curb Appeal by the Block” or a similarly named neighborhood improvement program, and CRA funding of the event in an amount not to exceed $25,000. The attached City Curb Appeal Program Guidelines reflect the updated $25,000 maximum award amount.
At this time, CRA Staff recommends CRA Board approval of the First Amendment to the Interlocal Agreement between the CITY and CRA for the Curb Appeal Residential Improvement Program to increase the total program funding for Fiscal Year 2025-2026 in an amount not to exceed $600,000, changing the name of the “Rock the Block” event to “Curb Appeal by the Block” or a similarly named neighborhood improvement program, and modifying CRA funding of the event in an amount not to exceed $25,000.
