Motion to authorize and approve Resolution #241-24 for the City’s Housing Assistance Programs for Fiscal Years 2022-2025, pursuant to Title 1 of the Housing and Community Development Act, Section 119 of the Housing and Community Development Act of 1974 and the City’s Family/Workforce Housing Ordinance within the Land Development Regulations, enabling the City Manager to expedite the awarding process for the City's Housing Programs.

BACKGROUND:
For the past thirty-two (32) years, the City has received funds under the Community Development Block Grant (CDBG) as an entitlement community from the United States Housing and Urban Development, Urban Development Action Grant (UDAG), Workforce Housing (WFH) Program and State Housing Initiatives Partnership (SHIP) Program funds. All programs have created plans akin to the Local Housing Assistance Plan (LHAP) detailing how the City intends to manage SHIP funds upon receipt. The staff of the Neighborhood Services Division implements the program strategies outlined in the approved plans, providing support to Delray Beach residents in areas such as homeownership, housing rehabilitation, rental assistance, and foreclosure prevention opportunities.
At the Commission meeting on July 18, 2024, the City Manager received authorization to approve awards for the housing rehabilitation program, with a limit of $85,000, as well as purchase assistance agreements not exceeding $75,000. The City is working to enhance efficiency and maintain uniformity across its housing programs by aligning the policy that permits each approved general contractor to manage up to three projects per program, with a total maximum award of $255,000 for each contractor within the bidding process.
This strategy seeks to streamline the management of these programs and guarantee their effective execution, all while enhancing the impact of the funding allocated for housing development and assistance in Delray Beach.
