Title
PROPOSED TRAFFIC PATTERN MODIFICATION DURING CONSTRUCTION FOR THE UPTOWN ATLANTIC PROJECT (GENERALLY LOCATED WITHIN THE 600, 700, 800 BLOCK OF WEST ATLANTIC AVENUE)
Body
Recommended Action:
Recommendation
Motion to Approve a temporary modification of the traffic pattern and road closures for the construction activity associated with the Uptown Atlantic Project, for a time period not to exceed 18 months.
Body
Background:
Construction on Uptown Atlantic is estimated to commence in September 2016.
The Project consists of multi-story construction within the SW section of the 600, 700 & 800 blocks of West Atlantic Ave. The 600 block will house a 2-story building with approximately 19,370 sq. ft. of grocery store, 4,090 sq. ft. of retail, and two office lobbies on the ground floor. The upper story and mezzanine level will have 22,500 sq. ft. of office space. On the North side of the block there will be three townhouse buildings with 17 apartments with surface parking, a reserved lot for the residences, and a community pocket park.
The 700 block will have a three-story building with approximately 11,600 sq. ft. of retail on the ground floor and 26 apartments on two floors above. The parking for the occupants of this structure will be surface parking adjacent to the building to the south. The site will also have 22 townhouse apartments with associated parking further south and a public plaza on Atlantic Avenue.
The 800 block will have a four story building with approximately 14,200 sq. ft. of retail on the ground floor and 47 apartments above. Surface parking will be on the southern portion of the property along with a community pool, a dog walking area, a tot lot, and a public pocket park.
In addition, there will be numerous underground City utility improvements, widened street-side parking, and renovated/additional public sidewalks with accompanying landscape and signage as approved by the City.
Due to the nature and complexity of the construction activities, the City has contracted with Mark Meyer Services to create a maintenance of traffic (MOT) plan in accordance with TA20 of the Manual on Uniform Traffic Control Devices (MUTCD) and Standard Index 660 which includes supporting documentation demonstrating site constraints, the required crane equipment, and site logistics to construct all vertical improvements. The MOT plan takes into account the City of Delray Beach utilities locations, parking constraints/requirements/regulations, existing and proposed sidewalks, curbs and the SW 7th & 8th Ave street widening tasks of the project.
At the April 21st DSMG (Development Services Management Group) meeting the following recommendations were made by the group: (1) procure road closure endorsements from the West Atlantic Redevelopment Coalition (WARC), (2) Delray Beach Police Department and the Delray Beach Fire Department and (3) include aerial photos that provide a "birds eye" view of the sidewalks adjacent to the project as an attachment to this agenda item.
City Attorney Review:
Approved as to form and legal sufficiency.
Timing of Request:
The timing of this request is of high importance, Construction is expected to commence September 2016.
