Motion to approve Service Authorization No. 12-09 to Calvin, Giordano and Associates, Inc. in the amount not to exceed $125,838.54 for professional design services for the SW Neighborhood Alley Project (Project No. 15-040).

Body

Background:

The Southwest Area Neighborhood Redevelopment Plan was initiated as part of an on-going effort by community leaders and the City of Delray Beach to revitalize the City's neighborhoods and commercial districts. The plan seeks to identify core strengths and assets that will move the Southwest neighborhoods towards stability and stimulate private sector investment in the area. The plan links housing development and economic development efforts to create synergy and take advantage of current development opportunities centered around the West Atlantic Avenue business district.

This project includes the paving of the alley east of SW 14th Avenue from SW 3rd Street to SW 2nd Street (one block); the paving of the alley from SW 4th Street to SW 3rd Street between SW 12th Avenue and SW 11th Avenue (one block); and the paving of the alley from SW 4th Street to SW 2nd Street between SW 11th Avenue and SW 9th Avenue (three blocks).

 

Stormwater Runoff from the alleys will be collected in a system of inlets and catch basins which will be connected to either the existing drainage system which currently terminates on the west side of SW 12th Avenue on SW 2nd Street as shown on the City’s Master Drainage Plan for this neighborhood or be stubbed for future connection to the same system.  Water Quality will be provided in exfiltration trenches.  There is a SFWMD Permit in effect for this project area and the permit will be modified to reflect the proposed improvements.  No other permits are anticipated for this project.

Approved as to form and legal sufficiency.

 

Finance Department Review:

The Finance Department recommends approval.

 

Funding Source:

Funding in the amount of $125,838.54 is available from Account No. 334-3162-541-68.98 (General Construction Fund/ Capital Outlay/ Alley Improvements). The project is 100% funded by the Community Redevelopment Agency.
