Motion to Approve Resolution No. 187-23 to utilize Sourcewell ezIQC Contract No. FL-R10-GC04-111821-DMS with David Mancini & Sons, Inc. for the SW Alleyways and Osceola Park Neighborhood (SE 1st Avenue) projects in an amount not-to-exceed $2,440,000.00 (Project Nos. 2017-103 and 2016-095).

Background:
The City of Delray Beach (City) plans to construct improvements to pave two (2) alleyways in the SW Neighborhood and to construct improvements to the existing SE 1st Avenue in the Osceola Park Neighborhood.
The SW Alleyways project includes alleyway surface improvements, right-of-way clearing, intersection improvements, safety bollards, signage, and pavement markings within the SW Neighborhood. The alleys are located between SW 10th Avenue and SW 11th Avenue, extending from SW 2nd Street to SW 3rd Street; and between SW 13th Avenue and SW 14th Avenue, extending from SW 2nd Street to SW 3rd Street.
Improvements along SE 1st Avenue within the Osceola Park Neighborhood include the roadway reconstruction, on-street parking, drainage improvements, and signage and markings from SE 6th Street to SE 4th Street. Job Order Contracting (JOC) is the preferred method to procure these services to streamline the process and complete the project efficiently. JOC is an approved method of public procurement and is available through the Sourcewell cooperative and ezIQC.
Sourcewell is a national cooperative purchasing source solution, and the City of Delray Beach has been a member since 2007. Additionally, ezIQC is one of the cooperative purchasing methods. The Gordian Group created ezIQC to make Job Order Contracting (JOC) solutions easily available through cooperative purchasing. JOC is an indefinite delivery/indefinite quantity procurement process that helps facility and infrastructure owners complete a large number of repairs, renovation and straightforward new construction projects with a single, competitively bid contract. Unlike traditional bidding where each project is identified, designed, and then put out to bid, ezIQC establishes competitively bid prices up front and eliminates the need to bid each project separately. Sourcewell’s procurement process satisfies the City's competitive bid requirements.
It is anticipated that construction of the improvement project will take approximately ninety (90) days for construction.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.

Funding for the project in the amount not-to-exceed $2,440,000.00 is available from the following accounts:
334-41-340-541.69-01 (Capital Outlay SW Alleys) - $1,253,808.48
334-41-340-541.63-20 (Capital Outlay Osceola Park and other Landscap Beaut) - $1,186,191.52

Approving this agreement is time sensitive to meet the established completion date, which is important to maintain the construction schedules.
