Motion to Approve Resolution No. 82-25 to award an Agreement to CJ Contracting LLC for Structural Repairs for the Atlantic Avenue Pavilion Repair project (Public Works Project No. 24-010) pursuant to ITBC 2025-025 in the amount of $817,438.00.

 

Body

Background:

On May 8, 2022, the City entered into an agreement with WGI Inc., a consultant performing Structural Engineering Services to the City, on a continuing contract basis, to conduct a Structural Condition Assessment (SCA) on the Delray Beach Pavilion, located at 1-23 S Ocean Blvd, Delray Beach, FL 33483. The purpose of the assessment was to provide a condition assessment of the existing pavilion’s structural system and connections and determine the scope of improvements necessary to meet Florida Building Code (FBC) load requirements. The pavilion is comprised of wood components supported by concrete pier foundations. The pavilion was constructed in 2013.

 

Overall, based on the observations and the structural analysis, the SCA report (dated August 3, 2022) concluded that the pavilion was in poor condition. The posts of the pavilion do not meet FBC requirements and are significantly overstressed and most steel connections were observed to be severally corroded. The wood members themselves were observed to be in fair condition with limited deficiencies or deterioration.

 

On February 13, 2024, the City entered into an agreement with WGI, Inc., to design and produce a construction repair bid package in accordance with recommendation options provided in the SCA report. The scope of work includes disassembling the existing pavilion structure down to the foundation, reconstructing the pavilion with steel columns, new standing metal roofing, new electrical components, and restoring the landscaping and irrigation surrounding the pavilion.

 

On February 10, 2025, the City issued ITBC 2025-025 in order to select a firm which will provide all labor, materials, tools, equipment, supplies, and supervision related to the construction of the Atlantic Avenue Pavilion Repair project.

 

On March 19, 2025, the City received two (2) submittals pursuant to ITBC 2025-025. The bid submitted by CJ Contracting LLC was deemed responsive and responsible per the bid requirements.

Therefore, staff recommends awarding the construction contract to CJ Contracting LLC in the base bid price of $817,438.00.

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Funding Source:

Funding for this project is available in the account 377-72-715-572.63-90 (Finance Project Code 41046) in the amount of $674,779.45, as approved by the City Commission in the Fiscal Year 2025 through 2029 Capital Improvement Program (CIP) Budget. This project will be cash-flow budgeted; additional funds will be requested in the Fiscal Year 2026 through 2030 CIP Budget.

 

Timing of Request:

Timely approval is requested to begin work following the Delray Beach 4th of July Celebration event.
