Background:
On April 23, 2025, CRA Staff submitted our application for the 30th Season of the Delray Beach GreenMarket season (Saturdays - Winter Market October 2025-May 2026 and Summer 2026) to the City of Delray Beach (City) for review by Special Events Technical Advisory Committee (SETAC) and it was approved by SETAC on July 17, 2025 (see Exhibit A). Below is a summary of the application:

o Winter Market:
§ Saturdays starting October 25, 2025 - May 16, 2026
§ Event Time: 9AM - 2PM
§ Closures: City of Delray Beach Holiday Parade (December 13, 2025), City of Delray Beach St. Patrick’s Day Parade(March 14, 2026), Delray Affair (April 11, 2026)
o Summer Market
§ Saturdays starting May 20, 2026 - July 25, 2026
§ Event Time: 9AM - 1PM
§ Closure: July 4th, 2026
• Location: Old School Square (OSS) Campus
o Main Location: (OSS) Pavilion Grounds
o Alternative Location: Cornell Museum Front Lawn
• Number of Vendors: 75 Tents
The SETAC approval letter includes dates when the GreenMarket cannot take place due to City events and the Delray Affair, as noted above, as these events require significant street closures. Shortly thereafter, CRA Staff began the process of preparing for the 30th GreenMarket, including opening the vendor application process, space planning, and vendor selection.
At the July 16, 2025, CRA Board Meeting, during public comment a representative from Concours D'Elegance (Concours) requested that the 30th GreenMarket relocate off of the OSS Campus on April 18, 2026, as the Concours is seeking approval from SETAC to utilize the entire OSS Campus for several dates including both location options in the 30th GreenMarket SETAC approval letter (see Exhibit B).
After this Board Meeting, CRA Staff contacted a representative from Concours to inquire if both events could take place at the OSS Campus on April 18, 2026, however, it appears the Concours would like to continue with their SETAC application to utilize the entire OSS Campus (see Exhibit C).
At the August 28, 2025 CRA Board Meeting, a representative from Concours requested that the CRA Board place an item on an upcoming agenda discussing the cancellation of the GreenMarket on April 18, 2026 (see Exhibit D). The CRA Board indicated that the Board would like to discuss this matter at the September 30th Board Meeting.
Since the August 28th Board Meeting, Concours proposed various alternative locations off of the OSS Campus, including utilizing private property, for the 30th GreenMarket on April 18, 2026. CRA Staff is analyzing the latest proposed alternative on private property (see Exhibit E), however, any modification to the two (2) approved locations in our SETAC approval letter would require another application and review by SETAC to determine if the City will allow the use of said location. Also, if private property is considered other factors must be accounted for such as additional insurance for vendors/CRA, liability, use agreements, etc.
At this time, CRA Staff is seeking direction from the CRA Board regarding Concours August 28, 2025 request to cancel the 30th GreenMarket on April 18, 2026. Any direction provided does not override City requirements and approvals, including but not limited to SETAC applications and review process.
