Approve an Ordinance 29-25 amending title IX, General Regulation, Chapter 95, “Emergency Management”, section 95.07 of the Code of Ordinances of the City of Delray Beach, by Creating 95.07. “Adoption of the National Incident Management Systems (NIMS)”.

Background:
In February 28, 2003, the President of the United States in Homeland Security Presidential Directive 5 (HSPD-5), directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), to provide a consistent nationwide approach for Federal, State, Local, and Tribal Governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity.
The City of Delray Beach, Florida has taken various historical actions to incorporate this Presidential Directive through administrative adoption of NIMS, and through Commission resolution. However, based on staff review it is recommended that the City Commission formally adopt NIMS through an official amendment to section 95.07 of the code of ordinances. This amendment will create a stronger, more permanent foundation for NIMS implementation into all City Operations, enhancing the ability of the city to prepare for, respond to, and recover from all matters of domestic incidents.
