Motion to Approve a contract with the Florida Atlantic University, College of Business, Office of Executive Education for providing a customized on-site specialty education service for City staff to receive project management training in an amount not to exceed $64,200.00.

Background:
One element of the recent reorganization of the Environmental Services Department was the creation of the Engineering and Project Management Division. The primary focus of this new unit is implementing the infrastructure repair and replacement priorities established by the City Commission as well as the management of high priority projects funded through the City’s Five Year Capital Improvements Plan. Key to the success of this initiative is effective project management which focuses on execution and "getting things right".
The Project Management Body of Knowledge (PMBOK) is the industry standard for project management. Specialized training to prepare for certification as a project manager is offered internationally through the Project Management Institute and it's partnering organizations. The Office of Executive Education in the College of Business at the Florida Atlantic University (FAU) in Boca Raton is one of those partnering organizations. FAU offers an education program which results in the Executive Certificate in Project Management. This program is normally offered on campus in twelve (12) weekly one (1) day sessions.
City staff approached FAU about customizing the program as a speciality education service specifically for the City's project management needs. The customized program will begin in October 2016 and be taught by credentialed instructors in a highly interactive, in-class, instructor led program. The customized program will include lectures, small group case studies and discussion. The customized program will culminate in January 2017 with a final project which demonstrates staff mastery of the material and methodology. The proposed fee for the customized program is based upon the number of participants. Although the primary staff to be trained are assigned to the Environmental Services Department, the Information Technology and Planning, Zoning, and Building Departments have expressed an interest. The maximum class sized recommended by FAU is 25 and FAU has proposed to offer this program in the training room at the Environmental Services Administration Building for a total amount not to exceed $64,200.00.
This award is in accordance with the Code of Ordinances, Chapter 36, Section 36.02(C)(4), "Specialty Goods and Services". This section of the Code allows contracting for specialty goods and services without utilizing a Sealed Competitive Method or the Written Quotation Method.

Funding in the amount of $43,200.00 is available from 441-5111-536-54.30 after budget transfer (Water and Sewer Fund - Training and Education Costs)
Funding in the amount of $12,000 is available from 001-1811-513-54.30 (Information Technology Department - Training and Education Costs)
Funding in the amount of $7,200 is available from 001-2511-515-54.30 (Planning and Zoning - Training and Education Costs)
Funding in the amount of $1,800 is available from 001-2521-524-54.30 (Building Division - Training and Education Costs)
Timing of Request:
Project management training should be completed as soon as feasible in order to successfully transition to a project management environment, establish performance management metrics, and improve effective project delivery.
