Motion to approve Resolution No. 67-26 and to award an Agreement with SCG Fields, LLC. for Furnish and Install Sports Field Synthetic Turf pursuant to RFP 2026-005 in a five (5) year amount not to exceed $4,948,450.00 ($989,690 yearly) and authorizing the City Manager to exercise any and all renewal options, subject to appropriation of funds.

Background:
On November 5, 2025, the City advertised RFP No. 2026-005 for Furnish and Install Sports Field Synthetic Turf. Three (3) proposals were received. Following review and evaluation, SCG Fields, LLC. was determined to be the lowest responsive and responsible bidder and is recommended for award.
The scope of services includes design, permitting, installation, construction, and all related materials and services necessary for the replacement of existing natural grass athletic fields with synthetic turf at up to four (4) athletic fields: Merritt Park, Hilltopper Stadium, Seacrest Soccer Complex, and Catherine Strong Park.
The total not-to-exceed contract amount for the initial three-year term, is $2,969,070.00 with two (2) one (1) year renewal option in the amount of $989,690.00 yearly. Should the City elect to exercise the renewal options, the cumulative contract value is provided below:

These field improvements will be funded through the General Obligation Bond allocated for park enhancement and improvements which was approved by voters during the March 14, 2023, Uniform Municipal Election.
This motion is in accordance with the Code of Ordinances Chapter 36.02, Commission Approval Required.
