Motion to Award a purchase order to L-3 Communications Mobile-Vision for license plate recognition (LPR) cameras in the not-to-exceed amount of $166,000.

Background:

The Police Department is requesting approval to purchase LPR cameras from L-3 Communications Mobile-Vision utilizing General Services Administration (GSA) contract # GS-07F-5377P.  The term of the GSA contract is from November 1, 2003 through October 31, 2018.  GSA establishes long-term government-wide contracts with companies for the acquisition of products and services at volume discount pricing. State and local governments are able to utilize these contracts for select goods and services.

 

The Police Department is requesting approval to purchase LPR cameras to be utilized along the barrier island. This project was considered earlier with the intent to ensure the safety and security of the barrier islands residents and guests. However, implementation was placed on hold when the State Department of Transportation denied use of arm extensions mounted on poles to capture vehicles traveling along State roadways. The Police Department has since learned that L-3 Communications Mobile-Vision has LPR cameras with the capability to capture video as far as 130 feet from the centerline of the highway which eliminates the need for mounting arm extensions on poles along State roadways.

 

As part of a test, L-3 loaned a trailer equipped with LPR cameras to the Police Department in February of this year which was set up along Highway A1A just north of Linton Boulevard. The LPR cameras captured the license plates of all passing southbound motorists without issue during daylight hours to include sunrise and sunset time periods. Upon completion of the test, the Police Department met with an engineer from L-3 and conducted a site assessment. Several locations were identified during the assessment as strategic locations to capture vehicle license plates entering or exiting the barrier island.   A quote has been submitted by L-3 for outfitting these strategic locations with fixed LPR kits that include the software, hardware, cameras, cables, and set-up and the installation of the equipment, back-end server software, training, and project management in the amount of $162,734.86. An additional $3265.14 contingency is requested to cover any miscellaneous incidentals required to complete the purchase and installation from L-3.

 

In addition to the cost for this purchase from L-3 Communications Mobile-Vision, there will be costs for installation of poles, electrical feeds to each pole, air-cards for the cameras, and a monthly service charge for power and data usage. The total additional cost for the poles, electrical feeds and air-cards will depend on the pole material used  (concrete or fiberglass) but is not expected to exceed $70,000. The additional monthly cost for power and data will fluctuate each month based upon usage.

 

The barrier island has a large transient population. Many of the crimes committed are by individuals from outside the City’s jurisdiction and the criminals are often unidentified, hampering the Police Department investigations. The LPR cameras will eliminate a lot of the guess work involved in identifying the individuals committing these crimes and aid in the recovery of stolen property. The overall goal is a safer environment for our residents, business community, and guests to live, work, and play in.

 

This motion to award a purchase order is in accordance with the City Code of Ordinances, Chapter 36, Section 36.02(C)(7)(a)(b)(c), "Utilization of Other Governmental Entities' Contracts".
