Motion to approve Resolution No. 27-18 awarding an agreement to Graybar Electric Company, Inc. using the U.S. Communities Governmental Purchasing Alliance Cooperative Contract EV2370 for the purchase of electric cables and plugs for portable generators in a not-to-exceed maximum amount of $120,000.

Background:
The purchase of the electric cables and plugs for the City of Delray Beach (City) portable standby emergency generators are required to ensure the new generators are ready for quick connection to lift stations, buildings, and other critical infrastructure, instead of hardwiring. When generators are purchased, they do not normally come with plugs and only a short standard cable, so these are ordered separately. The purchase of the 23 generators during Hurricane Irma were done on an “as available” basis and although cables and plugs were requested, they were not available.
On December 20, 2017, Kansas City, Missouri awarded a five year contract to Graybar Electric Company, Inc. (Graybar), effective from February 1, 2018 through January 31, 2023, with renewal options for up to three (3) additional two (2) year terms.
The solicitation was conducted by Kansas City, Missouri as the lead agency for the U.S. Communities Government Purchasing Alliance. The City is currently registered as a Participating Public Agency with the U.S. Communities Governmental Purchasing Alliance. Cost savings and other benefits the City will realize by using the U.S. Communities Governmental Purchasing Alliance Cooperative Contract with Graybar Electric Company, Inc. include:
1. Discounts are based on Graybar List Price or Cost in effect at time of order. The majority of pricing on the Graybar contracts is based on a list less discount structure.
2. Cost for services are set to Not to Exceed Cost Plus 26%.
3. The Graybar U.S. Communities pricing applies to normally stocked Graybar materials.
The acquisition through Graybar includes 3,000 feet of cable and 56 plug connectors (28 each, 100Amp and 200 Amp rated) to appropriately outfit each of the 23 generators acquired during Hurricane Irma for immediate field service.
This motion is in accordance with City Ordinance and Purchasing Policy; Limited or No Competition Acquisitions and is an affirmative vote that use of the formal bid method is not in the best interest of the City.
City Attorney Review:
Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
Funding will be available from account number 441-36-300-536.52-27, Equipment<$5,000 (after budget transfer).
Timing of Request:
Immediate acquisition of the parts and material is needed to ensure that the generators are ready for field service deployment to energize utility assets in case of electrical power failure.
