Deny the appeal and uphold the June 22, 2016 Site Plan Review and Appearance Board (SPRAB) approval with conditions (as revised) for the Wellness Resource Center located at 2870 Florida Boulevard:
That the required parking information on the plans indicate 14 required parking spaces;
That the manufacturing cut-sheet detail of the wall mounted light fixture be provided prior to certification.

Background:
At its meeting of July 12, 2016, the City Commission voted 4 to 0 to appeal the June 22, 2016 SPRAB approval associated with modifications to the parking lot, exterior renovations, and installation of landscaping to the Wellness Resource Center located at 2870 Florida Boulevard. This appeal is being processed pursuant to LDR Section 2.4.7(E), Appeals.
The property is located between Florida Boulevard and Frederick Boulevard, just north of Avenue L. The multi-family residential structure, built in 1973, consists of four structures with a total of 13 units, and is located in the Multi-Family Residential (RM) zoning district. The current use, Residential Licensed Service Provider Facility, is a permitted use within the RM zoning district.
At its meeting of June 22, 2016, the SPRAB approved the Class II Site Plan Modification, Landscape Plan, and Architectural Elevations with the following conditions:
That the required parking information be revised on the plans to indicate 33 parking spaces;
That the manufacturing cut-sheet detail of the wall mounted light fixture be provided prior to certification.
The Class II Site Plan Modification was approved with a vote of 6 to 0 (Andrew Youngross absent). The complete SPRAB Staff Report is included as an attachment, along with the minutes of this meeting.
It was discovered during the preparation for this appeal that the parking calculation for the facility utilized the Multiple Family Residential parking rate (2 spaces per unit) instead of the Residential Licensed Service Provider Facility parking rate per LDR Section 4.6.9(C)(7)(b) which requires one parking space for each four beds. The Residential Licensed Service Provider Facility project consists of 13 units with the following layout:
· 11 units with two bedrooms. Each two bedroom unit has four beds per unit.
(11 units x 4 beds = 44 beds).
· Two units with three bedrooms. Each three bedroom unit has five beds per unit.
(2 units x 5 beds = 10 beds).
The Wellness Resource Center is required to have 14 parking spaces for the 54 beds provided on-site (54/4 = 13.5 spaces, rounded up to 14 spaces). The property currently has 23 parking spaces existing on-site, a nine space surplus. While the proposed parking space composition will remain the same (23 total parking spaces on-site), the proposed revised layout will consist of 16 standard spaces, six compact spaces, and one handicap accessible space.
