Motion to approve Resolution No. 48-25, establishing a new five-year agreement with EMS Technology Solutions, LLC (Operative IQ), designated as a City Standard, to support the Delray Beach Fire Rescue Department’s (DBFR) inventory, asset, and facilities management needs. This action is consistent with Chapter 36 of the City’s Code of Ordinances and the City’s Purchasing Policies.

Background:
The Delray Beach Fire Rescue Department (DBFR) operates five fire stations, an Ocean Rescue Headquarters, and maintains approximately 90 vehicles and extensive emergency equipment requiring routine inventory, tracking, and servicing. Since January 2018, DBFR has utilized Operative IQ software to streamline asset management, automate inventory control, and improve operational readiness. The system has grown to support facilities management, fleet tracking, and narcotics accountability-and is now being expanded to include whole blood inventory.
Operative IQ is uniquely tailored for emergency services and integrates multiple operational functions in one platform. Market research confirms that no alternative product offers the same range of capabilities. Operative IQ’s designation as a City Standard is supported by consistent use, specialized functionality, and legal review.
The new agreement provides for an initial one-year term with four optional one-year renewals, totaling a potential five-year term. The anticipated total value is $300,000, with annual expenditures not to exceed $60,000. Terms allow cancellation by either party with 30 days’ notice, and the contract includes indemnification, public records, and inspector general provisions in compliance with Florida law.
