Motion to Approve Amendment No. 1 to RFQ No. 2023-066 with CDM Constructors, Inc. for additional engineering design services needed for Phase one (1) of the City of Delray Beach Water Treatment Plant Progressive Design Build Project (Project No. 23-005U), in an increase amount of $800,000 for a revised total of $15,782,309.

Background:
On June 21, 2023 the City of Delray Beach (City) advertised Request for Qualification No. 2023-066 for the City of Delray Beach Water Treatment Plant Progressive Design Build Project. On November 7, 2023, through Resolution No. 220-23 Commission approved the recommendation to negotiate with the highest ranked qualified firm in that CDM Constructors, Inc., out of three (3) firms was ranked highest. On March 5, 2024 under Resolution No. 74-24, City Commission approved the City Manager to execute an agreement with CDM Constructors, Inc., for Phase One (1) of the City of Delray Beach Water Treatment Plant Progressive Design Build Project for a negotiated fee of $14,982,309.
The project scope has changed from a 14 million gallon day (MGD) membrane process train addition, to a full replacement of the existing lime softening facility with a building sized for 25 MGD and installed process capacity of 22 MGD. Since a blended flow is no longer considered and a full treatment change is being implemented, CDM will perform specialized field work and gather data from the distribution system for geochemical and water quality models for corrosion control. As a result of this change CDM will also design a new Administration Building and demolition of the existing dewatering building. Other items include additional permitting requirement for the water use permit associated with the six (6) new surficial production wells and the efforts to develop procurement documents to bid two (2) deep injection wells. Approval of Amendment No. 1 will grant a schedule extension of 56 days, eight (8) weeks for design starting with thirty percent (30%) design deliverable milestone, through the one hundred percent (100%) design completion.Total cost of additional scope is $800,000.
This motion is in accordance with Code of Ordinance Chapter 36.02 Commission Approval Required.
