Recommended Action:

Recommendation

Review and consider Resolution No 63-24. approving an impact event known as the Easter Sunrise Service which would include the closure of A1A between Atlantic Avenue and Miramar Drive.

Body

Background:

Cason United Methodist Church is seeking to host an Easter Sunrise Service on Sunday, March 31, 2024 at the Pavilion on A1A and Atlantic Ave. Cason Church submitted the Special Event Application on January 24, 2024.  Cason Church did this event in 2023 in this location with no issues and previous years before that.  This event falls into the category of an impact event because of the closure of A1A roadway and is not a race on the certified route. The road closure will take place from 4:30am to 8:00am. This time includes set-up and breakdown with the actual event taking place from 6:30am to 7:30am. This event will be attended by Delray Beach residents and tourists in the area. The estimated attendance is 700 people. The Easter Sunrise Service will take place on the roadway and at the pavilion, not on the beach.

The Special Event Technical Advisory Committee and Development Services Management Group both met on February 8, 2024 and approved the event contingent on commission approving the road closure.

City Attorney Review:

The City Attorney has found the resolution legally sufficient.

Funding Source/Financial Impact:

As the Cason Church is considered a Non-Profit Entity under the Special Event Policy, the City will waive 50%

of the City's soft costs for the event (Cason Church is still required to pay 100% of any hard costs such as

barricades, trash boxes, etc.) The current estimate for this event will have the following impact on

the indicated departmental budgets:

                     Police Personnel:                                                               $798.80

                     Police Resources:                                                               $168.75

                     Public Works Personnel:                                          $993.94

                     Public Works Resources:                                          $364.00

                     5% Administrative Overtime:                     $73.10

TOTAL ESTIMATED COST TO CITY:                       $2,398.59

This is an estimated cost.  Final costs will be calculated after the event.

Timing of Request:

This event is quickly approaching and road closure permits need to be completed.
