Motion to Approve Service Authorization No. 12-03 with Walters Zackria & Associates, PLLC in the amount not to exceed $50,634.91 for professional architectural services for the Veterans Park Community Center Renovation Project No.16-006.

Background:

Veterans Park is an important landmark, major downtown asset, and critical component of downtown open space. A 'Downtown Waterfront Master Plan' was prepared in 1987, which included the Veterans Park, the City Marina, and the connection along the Atlantic Intracoastal Waterway between both landmarks. Although much of the Plan has been implemented, forecasted future economic and environmental conditions will influence plans for modernization and redevelopment of public facilities.

 

The scope of work for this project is focused on the existing Veterans Park Community Center Building. Walters Zackria & Associates (WZA) will review available material provided by the City including: site survey(s); previous studies; technical and environmental reports; existing building plans; and updated flood insurance maps. WZA will also consider community center staffing plans, programs, classes, and growth projections. WZA will provide the City a draft Needs Assessment Summary Report which will present the findings,analysis, opportunities, constraints, and potential programs. Deliverables include: conceptual building plan; conceptual site plan; colored floor plans; site plan and renderings; as well as a Commission presentation. WZA will prepare an estimate of probable cost for the project and submit with the conceptual plan set.

 

Walters Zackria & Associates, PLLC was retained by the City via RFQ No. 2012-05. The recommendation for award is in compliance with Code of Ordinances, Section 36.02 (A) (2) Method of Acquisition Requests for Proposals, Requests for Qualifications, and Requests for Letters of Interest. The Agreement with WZA is valid through March 1, 2017.

Approved as to form and legal sufficiency.

 

Finance Department Review:

Finance recommends approval.

 

Funding Source:

Funding is available from 334-4126-572-63.90 (CRA-PR Veterans Park Imp/Other Improvements).

 

Timing of Request:

The objective is to complete this phase of the project by the first quarter of FY 2016/2017 in order to stay on schedule for development of the FY 2017/2018 Capital Improvement Plan.
