Motion to approve Resolution No. 121-24 of the City Commission of the City of Delray Beach, adopting a Water Facility Plan (WFP) for a future Water Treatment Plant, relating to the Florida Department of Environmental Protection (FDEP), State Revolving Fund (SRF); authorizing the City Manager to take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
On Thursday, May 16, 2024 a formal advertisement was published in the Sun Sentinel Newspaper of the City of Delray Beach notice and intent to discuss the proposed Water Facility Plan (WFP) for construction of a new Water Treatment Plant project. A portion of the funding for this project is anticipated to come from the State Revolving Fund (SRF) loan program. Florida Statues provides loans to local government agencies to finance the construction of water facilities; and formal adoption of the proposed Facility Plan is required for the City of Delray Beach to participate in the State Revolving Loan Fund Program. The City of Delray Beach is authorized to approve and hereby adopt the Facility Plan (Exhibit "A"); and City Manager is herby designated as the authorized representative to provide assurances and commitments required by the Facility Plan. The City Manager is authorized to represent the City in carrying out the responsibilities under the Facility Plan and to delegate responsibility to appropriate City Staff to carry out the technical, financial, and administrative activities associated with the Facility Plan.
