Background:
The City of Delray Beach (City) owns and operates the Thomas Street Pump Station located at the westernmost end of the Thomas Street City-owned right of way (adjacent to the Intracoastal Waterway) in Delray Beach, Florida. This pump station currently provides stormwater management for a 50-acre drainage basin including Thomas Street, Vista Del Mar Drive, and parts of Andrews Avenue and Lowry Street. The City of Delray Beach Stormwater Master Plan, completed by ADA Engineering in February 2019, proposed capacity increases and other major infrastructure improvements to meet South Florida Water Management District (SFWMD) and Level of Service (LOS) criteria for both current and 30-year Sea Level Rise tidal conditions.
The Thomas Street Pump Station provides vital flood protection for approximately 800 residents living in the 50-acre drainage basin. The original pump station was built in the 1970’s and has reached the end of its designed useful life. The original pump capacity was designed for a 25-year, 3-day storm event at the time it was designed, which is 18,000 gallons per minute (GPM). Significantly higher pump capacity is required to meet SFWMD LOS criteria for both current and 30-year Sea Level Rise (SLR) and tidal conditions. The existing pump station has no backup generator, and its sole power source comes from overhead powerlines, which can render the pump station out of service during frequent outages in peak hurricane season. Finally, the existing pump station does not provide any water quality improvement to the stormwater prior to discharge to the Intracoastal Waterway.
A new 85,000 GPM stormwater pump station will be constructed with an upgraded drainage network, backup generator, diesel fuel tank, underground powerlines and onsite water treatment facility. The project is expected to be completed by September 2026. The Public Works Department will be responsible for operating and maintaining the proposed project.
On August 16, 2024, the City issued ITBC 2024-040 in order to select a firm which will provide all labor, materials, tools, equipment, supplies, and supervision related to the construction of the Thomas Street Stormwater Pump Station Replacement project.
On September 18, 2024, the City received two (2) submittals pursuant to ITBC 2024-040. The bid submitted by MAN-CON, INC. was deemed responsive and responsible per the bid requirements.

Therefore, staff recommends awarding the construction contract to MAN-CON, INC. in the base bid price of $16,064,374.00.
The City may terminate this agreement with or without cause. For additional information, refer to Section 16.2 and Section 16.4 of ITBC 2024-040.
This motion is in accordance with City of Delray Beach Code of Ordinances Section 36.02, Commission Approval Required.

Funding Source:
Funding for this project (Finance Project Code 41031) is available in the account 448-38-300-538-68-04 (Capital Outlay Thomas Street Station) in the amount of $7,000,000.The project is partially funded through federal funds administered by the Florida Department of Environmental Protection (FDEP) under the Resilient Florida Program in the amount of $2,500,000 (Grant Agreement No. 22FRP134) and state funds administered by FDEP under the Water and Springs Restoration Program in the amount of $1,837,500 (Grant Agreement No. LPA0277). The combined supplemental funding amounts to $4,337,500.
This project is cash-flow budgeted therefore additional funds will be requested in future fiscal years through the Capital Improvement Program (CIP) budget. The City will request quarterly reimbursement from FDEP for eligible construction items.
Timing of Request:
Timely approval is requested as federal funds ($2,500,000) must be expended first by June 30, 2026.
