Motion to approve the ranking of responses and to authorize staff to enter into contract negotiations for an agreememt for architectural design and construction administration services for the Historic Railway Station Rehabilitation located at 80 Depot Avenue.

 

Body

Background:

The Historic Railway Station, originally known as Seaboard Air Line Railroad Station, was built in 1927 and designed by renowned architect Gustav A. Maass. Maas worked primarily in the Mediterranean Revival style designing public buildings and private homes in and around Palm Beach, Florida from the 1920s until his death in 1964. The Station served the transportation needs of local farmers, residents, and businessmen of the Atlantic Coast Community.  During the 1970's and 1980's the Station was leased to Amtrak and remained active for several years.  The Station was ultimately closed for railway and passenger business and sold to private owners. The City acquired the property in 2005 and has utilized it for storage needs and by the City Fire Department for on-site training.

 

The planned rehabilitation efforts will provide for the adaptive reuse of the original 1927 portion of the Station for proposed office space.  The balance of the Station building , which will also be rehabilitated, will remain as a storage facility for the City's 100 foot Christmas Tree.  The overall plan for the site is to improve it to accommodate multi-modal access for pedestrians, bicyclists, and vehicle traffic, while utilizing sustainability principles.

 

On  March 28, 2016, a Request for Qualifications RFQ No. 2016-081C for Architectural Consulting Services: Delray Beach Railway Restoration  was advertised for qualified architectural firms to provide architectural design and construction administration for the development of the Historic Rehabilitation of the Seaboard Air Lines Railroad Station at 80 Depot Avenue. Six firms responded with proposals and were evaluated based upon the criteria in the RFP.  Presentations were conducted with the three highest ranked firms after the initial technical evaluations. The selection committee's final rank is as follows:

If authorized by Commission, City staff will enter into negotiations and an Agreement will be brought before City Commission at a later date for award.  The first phase of construction renovations will include structural reinforcement of the building as well as site security modifications. If an agreement can't be reached with the top ranked respondent, negotiations with the second ranked respondent will be initiated until an agreement can be reached.

 

This motion is in accordance with Ordinance Section 36.02 (A)(2) “Request for Proposals, Requests for Qualifications, Requests for Letters of Interest.”
