Motion to approve Capital Improvement Program (CIP) Budget for 2019 through 2023.

Background:
The Capital Improvement Program is essential to planning, prioritizing, and coordinating Capital Improvement Projects within the City of Delray Beach (City). The CIP is a five-year plan for the City's major projects and expenditures. CIP projects must have a monetary value of at least $25,000, and a life cycle of at least five years. The project results in the creation of a fixed asset, or the revitalization of an existing asset.
CIP projects may include:
• Construction of new physical facilities
• Remodeling or expansion of existing facilities
• Acquisition of development of land for community use
• Major equipment and machinery for new or expanded facilities
• Cost of engineering or architectural studies and services relative to the improvement
• Street construction, reconstruction, resurfacing, or renovation
A number of funds are included within the CIP including Special Projects, Recreational Impact Fee, Beautification Trust, Beach Restoration, Marina, Municipal Golf Course, Lakeview Golf Course, City Garage, General Construction, Infrastructure Surtax, Water & Sewer and Stormwater Utility. Budgetary considerations included in the CIP for 2019 through 2023 include a focus on the improvement of the City's Infrastructure through improvement of our streets and parking lots, raising City-owned seawalls at City Marina and at Atlantic Dunes Park, critical facility improvements such as hurricane protection upgrades to Fire Headquarters/Station 111, repairs to City-owned bridges and for completion of the Beach Master Plan construction. The CIP budget includes more than $800,000 in improvements that will address utilities infrastructure needs and additional staff required to support the water and sewer network. The General Construction Fund includes $500,000 for unidentified program and/or project renovation funding to be determined, as well as $250,000 for information technology infrastructure upgrades, $500,000 for small projects and equipment replacement needs, $300,000 for roof/HVAC repairs and $200,000 for community beautification projects.

Failure to adopt the Capital Improvement Program for 2019 through 2023 will result in a deficit of funding for City projects included within the Capital Improvement Program.
Timing of Request:
Adoption of the 2019 through 2023 Capital Improvement Program Budget is time sensitive in order for funding to be in place at the beginning of the fiscal year on October 1, 2018.
