NOMINATIONS FOR APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD. BASED ON THE ROTATION SYSTEM, THE NOMINATIONS FOR TWO (2) QUALIFIED MEMBERS TO SERVE A TERM ENDING AUGUST 31, 2027, WILL BE MADE BY DEPUTY VICE-MAYOR BURNS (SEAT #4) AND MAYOR CARNEY (SEAT #5).

Motion to approve the nominations for the appointments of two (2) Qualified Members to serve a term ending August 31, 2027.

Background:
The terms for regular members James Chard and Peter Dwyer will expire on August 31, 2025.
James Chard will have served two (2) full terms and is not eligible for reappointment.
Peter Dwyer will have served one (1) full term, is eligible, and would like to be nominated for reappointment.
Pursuant to Sec. 32.07- Code of Ordinances - MEMBERSHIP QUALIFICATIONS/REQUIREMENTS.
Members serving on advisory boards or Committees shall possess sufficient knowledge, experience, judgment or background necessary to competently serve the Board or Committee to which they are appointed. Members shall be residents of or own property in the City, own a business within the City, or be an officer, Director or manager of a business located within the City except as may be provided for by Florida Statutes, Special Act or Resolution of the City Commission or elsewhere within the Code of Ordinances of the City of Delray Beach.
Pursuant to LDR Section 2.1.9(B), The Historic Preservation Board shall consist of seven members.
(1) At least five (5) seats on the Board must be filled with either an architect, landscape architect, civil engineer, general contractor, historian, preservationist, land planner, archaeologist, cultural anthropologist, museum curator, or conservationist.
(2) The remaining two seats shall be at large. Lay persons with knowledge, experience and judgment who have an interest in historic preservation shall make up the balance of the Board.
(3) The appointing body shall endeavor to appoint as many of the required disciplines as possible to the Board to ensure compliance with the requirements of the City's designation as a Certified Local Government by the State of Florida.
(4) Preference should be given to professional and lay persons who own property within historic districts or whose property is individually listed in the Local Register of Historic Places.
Currently serving on the Historic Preservation Board and meeting qualifications are Christopher Cabezas, Vlad Dumitrescu, and Carol Perez.
