Background:
The City adopted the Reclaimed Water Master Plan in 2003. Subsequently, the City has been progressively pursuing the expansion of the reclaimed water system for use as an alternative source for irrigation. The plan identifies 16 geographic areas for potentially receiving reclaimed water. Construction of the transmission and distribution piping system in the areas identified as Areas 1 thru 4 (golf courses and certain communities west of I-95) and Area 9 (Pompey Park and NE 2nd Street) have been completed, with customers using reclaimed water for irrigation. The next areas programmed for implementation are on the barrier island, referred to as Areas 11 and 12. Area 11, north of Atlantic Avenue, was completed in 2011. Area 12 encompasses the area south of Atlantic Avenue to Linton Boulevard. Due to its geographic size, this area is subdivided, referred to as areas 12A, 12B and 12C. Construction of Area 12A, defined as the area from Atlantic Avenue south to Casuarina Road, was completed in 2014.
In continuing construction of the reclaimed transmission and distribution system on the barrier island, Area 12B was scheduled for construction this fiscal year, which is defined as the area from Casuarina Road south to Poinsettia Road. On January 15, 2016, bids were opened for the Reclaimed Water System Area 12B Project with Mancon, Inc. as the lowest responsive bidder in the amount of $2,694,841.80.
The project includes the installation of 10”, 6” and 4” PVC reclaimed water piping throughout the residential neighborhoods, as well as some drainage and potable water system upgrades. Per the contract, the construction duration is one year.
Prequalification by the City in the category of “Underground” work was a requirement for this bid. The low bidder, Man-Con, Inc. has a satisfactory performance record with the City of Delray Beach. A bid tabulation and location map are attached.
This item was bid according to the City's Purchasing Ordinance, Section 36.02 (A), Sealed Competitive Method. This agenda item includes adjustments made to approved project and estimated cost from the original budget approved in September. These changes will be included in the next budget amendment.
