Motion to Approve Resolution No. 43-26 a Resolution of the City of Delray Beach, Florida, retroactively approving a grant application and approving a grant agreement with the U.S. Environmental Protection agency providing funding to upgrade the North High Service Pump Station and the Miller Park High Service Pump Station in the amount of $4,412,729.00 with a required cost-share of $1,103,182.00; authorizing the city manager to execute any amendments and/or renewals and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
On June 13, 2024, under Service Authorization (SA) 17-05, Carollo (Consultant) assisted the Utilities Department (Department) preparing a STAG grant application for Utilities Project No. 25-109U North High Service Pump Station and Miller Park High Service Pump Station. The project entails the rehabilitation of these two repump stations to add pumps, variable frequency drives, emergency generators, SCADA and instrumentation/control improvements. These improvements will allow the City more accurate and efficient control of the stations.
On January 12, 2026, the Department was provided a Notice of Award from the EPA in a total award amount of $4,412,729 (80% of cost share of the project total $5,515,911), with a cost share required to the City of 20% in an amount totaling $1,103,182.00.
Staff is requesting review and retroactive approval to apply for the grant and approve EPA CG 06D00526 Agreement in the amount of $4,412,729 with cost-share requirement of $1,103,182.00.The funds for the cost-share requirement of $1,103,182.00 have been budgeted for the current fiscal year.
The request is in accordance with Administrative Polices and Procedures Manual, Policy BF-24 Grant Administration Policy and Procedures.

Funding Source/Financial Impact:
Funding in the amount of $1,103,182 is available in GL account 442-36-260-536.63-90 (Capital Outlay Other Improvements) as approved in Fiscal Year 2025-2029 (CIP) Budget for this project (Finance Project Code 36016).
Timing of Request:
Timely approval of the grant is requested. The Grant Agreement requires that the City either dispute the terms of the Agreement or draw down on the funding within 21 days of Notice of Award to approve
