Motion to adopt Resolution 164-26 to approve the inventory list of city owned property appropriate for use as affordable housing pursuant to Section 166.0451, Florida Statutes.

Background:
Per F.S. 166.0451, by October 1, 2023, and every 3 years thereafter, each county and municipality shall prepare an inventory list of all real property within its jurisdiction to which the county or municipality or any dependent special district within its boundaries holds fee simple title which is appropriate for use as affordable housing.
To complete this assignment City staff reviewed the parcels designated on the Palm Beach County Property Appraiser’s website as owned by the City of Delray Beach, the City of Delray Beach Community Redevelopment Agency (CRA), and the Delray Beach Housing Authority.
Properties were reviewed for their size, location, whether the site would potentially require any waivers from development regulations to be built upon with a reasonable structure. The large majority of the City's properties are currently being utilized by the City for the provision of services to City residents. These include parks, fire stations, storm water drainage facilities, parking lots, city administration buildings, and similar such uses. A number of the parcels remaining, once those being utilized are eliminated, are small portions of land that for unknown reasons that may have included landscaping areas along and in rights-of-way, parts of alleyways that were not recorded as rights-of way.
When all of these parcels are accounted for, 23 city-owned parcels and 7 CRA-owned parcels remain for potential affordable housing development. The presentation to be given will show the City Commission the 20 parcels and provide basic information regarding each.
