By motion, receive and file this report for actions on development application requests from April 23, 2024 through May 17, 2024.

Background:

This report is the method of informing the City of Delray Beach (“City”) City Commission of actions taken on site plan applications either by a City board or by the Development Services Director via administrative approval, which may be appealed by the City Commission, pursuant to Land Development Regulations (LDR) Section 2.1.3(F), Appealable Reports of Board Actions, and Section 2.4.10(A)(5)(b-c), Site Plan Applications.  Administratively approved site plan applications are limited to fully code compliant Level 2 applications. 

 

A staff report, along with associated exhibits and/or plans, provides a thorough description and analysis of each request. Items that appeared on a board’s agenda that are not listed below were not acted on by the board (i.e. continued with direction) or received a recommendation to the City Commission for final action.

 

 

Public Art Advisory Board (PAAB)

Meeting Date:  April 23, 2024

 

1.   1874 Dr. Andres Way, The Andre Design District (2023-240)

Request: Mural Permit to allow a mural on the West elevation (façade 4) on building “D”.

Public Comment: No public comments.

Board Comment: The Board was generally supportive of the proposal.

Board Action: Approved 4-0

 

2.   1876 Dr. Andres Way, Building “C”, The Andre Design District

Request-1: Mural Permit (2023-237) to allow a mural on the North elevation (façade 1).

Public Comment: No public comments.

Board Comment: The Board was generally supportive of the proposal.

Board Action: Approved 4-0

 

Request-2: Mural Permit (2023-239) to allow a mural on the North elevation (façade 4).

Public Comment: No public comments.

Board Comment: The Board was generally supportive of the proposal.

NOTE: The report for the two murals on Building "C" at 1876 Dr. Andres Way includes a third mural (2023-238) that was continued with direction. Once action is taken by the PAAB, the third item will be listed as an appealable decision.

 

 

Historic Preservation Board (HPB)

Meeting Date:  May 1, 2024 

 

1.   303 SE 7th Avenue, Marina Historic District (2023-057)

Request: Certificate of Appropriateness and Demolition request associated with a contributing single-family.

Public Comment: There was one public comment in support of the project.

Board Comment: The Board was mostly supportive of the request.

Board Action: Approved 7-0

 

2. Sundy Village-Block 61 Landscape, Old School Square Historic District (2024-093)

Request:  Level 1 Site Plan and Certificate of Appropriateness request for landscape and hardscape modifications.

Public Comment: There were no public comments.

Board Comment: The Board expressed concern regarding the care of trees to be relocated before and after they are moved.

Board Action: Approved 5-2
