Discussion and direction regarding a revocable license with Shared Future Foundation, a Delaware tax exempt corporation, for the CRA Owned property located at 29 SW 6th Avenue.

Background:
On October 24, 2025, the Shared Future Foundation, Inc., a Florida not for profit corporation (SFF), submitted an unsolicited proposal for 29 SW 6th Avenue (RM-Multiple Family) for the purpose of building a youth-led food forest and urban farm. Currently, Community Holdings I, LLC, a Florida Limited Liability Company (CH), owns 32 SW 5th Ave, 34 SW 5th Ave, and 33 SW 6th Avenue (see Exhibit A). CRA Staff later rejected the proposal.
At the January 27, 2026, CRA Board Meeting, during the CRA Board discussed Agenda Item 9A regarding an update on CRA Owned Properties for Disposal. The Board inquired about the viability of 29 SW 6th Avenue’s use for affordable housing given the narrowness of the parcel and mentioned SFF’s proposal. The CRA Staff informed the CRA Board that is had an upcoming meeting scheduled with SFF regarding the property and SFF’s proposed options for it. At the February 26, 2026, CRA Board Meeting, CRA Staff updated the CRA Board on recent discussions with a representative of SFF/CH and requested that the CRA Board include an item on a future agenda to consider a revocable license with Shared Future Foundation, a Delaware tax exempt corporation (SFF - Delaware), for temporary use of 29 SW 6th Avenue. This would allow the CRA to retain ownership of the property and allow SFF - Delaware/SFF/CH to explore their urban farm and educational green space concept.
At this time, CRA Staff is requesting Board discussion and direction regarding a revocable license with SFF - Delaware for the use of 29 SW 6th Avenue as described herein. If the CRA Board, desires to allow this use, CRA Staff requests that the CRA Board authorize the CRA Executive Director to execute the Revocable License, and any related documents, in a form acceptable to the CRA Legal Counsel.
