Motion to approve Resolution No. 224-25, authorizing the City to enter into an Agreement with Bound Tree Medical, LLC for EMS medical supplies utilizing pricing and terms established under Brevard County Invitation to Bid (ITB) B-7-23-56. Approval of the Agreement allows the City to procure essential EMS medical supplies through a cooperative “Piggyback” contract mechanism in accordance with Section 25 of the City’s Purchasing Policies.

Background:
The Delray Beach Fire Rescue Department operates five fire stations and maintains a modern fleet of rescue units, specialty response vehicles, and support apparatus that require a continuous supply of EMS medical consumables. These supplies include pharmaceuticals, airway equipment, trauma supplies, oxygen delivery components, and other patient care materials essential for supporting emergency medical response and Advanced Life Support operations.
Brevard County issued a competitive solicitation for EMS medical supplies under ITB B-7-23-56 and awarded a contract to Bound Tree Medical, LLC. That contract remains active through December 14, 2028, with optional renewal periods. The pricing structure includes significant percentage discounts across a wide range of product categories, allowing the City to procure EMS supplies at reduced and consistent pricing levels.
The City’s Purchasing Policies allow the Fire Rescue Department to utilize another government agency’s competitively bid contract through a piggyback agreement. Using this contract ensures continuity of supply, cost efficiency, and access to specialized EMS equipment that supports operational readiness.
The Agreement provides for early termination at the City’s discretion and includes all required terms related to indemnification, public records compliance, vendor eligibility, and other statutory provisions. Approval of the Agreement ensures that Delray Beach Fire Rescue can continue purchasing essential medical supplies necessary for daily emergency response operations without disruption.
