Retroactive approval of the CRA’s application to the Solid Waste Authority of Palm Beach County for its annual Blighted and Distressed Property Clean-Up Grant.

Background:
On September 22, 2025, Delray Beach Community Redevelopment Agency (CRA) staff submitted a grant application requesting $80,000 in response to the Solid Waste Authority (SWA) of Palm Beach County’s Blighted and Distressed Property Clean-up and Beautification Grant Application (Grant). The primary goal of the Grant request is to assist in the cleanup of distressed, blighted or otherwise impacted properties and to maintain safe, habitable and viable neighborhoods.
If the CRA’s application is approved by the SWA, this grant would provide funds to address activities related to demolishing a dilapidated and unsafe warehouse structure at 235 SE 2nd Avenue for future redevelopment of affordable industrial commercial space for small, local businesses, the removal of demolition products, rubble and other debris, and completing the necessary post-demolition activities, including grading the lot, sodding, and fencing. The CRA recently purchased this property in August 2025 and would like to move swiftly to remove the blighted structure.
The CRA-owned property included in the SWA Grant application is listed below and details are included in Exhibit A - Application Package.

The demolition project aligns with the objectives of the SWA Grant in that it will improve the quality of life and provide a safer, healthier and more aesthetically pleasing built environment for the residents of the City of Delray Beach. If awarded, the CRA would receive $80,000 on a reimbursement basis to perform the demolition and post-demolition activities. The CRA has previously been awarded SWA Grant funds for various projects.
The 2025-2026 SWA Grant was due on September 22, 2025. At this time, CRA Staff is requesting the CRA Board retroactively approve the submission of the CRA’s 2025-2026 SWA Grant Application.
