Motion to Approve a purchase award to Federal Eastern International Inc. for rifle rated ballistic shields in the amount of $152,325.

Background:
The Police Department is requesting approval to purchase rifle rated ballistic shields from Federal Eastern International Inc. in the amount of $152,325.00 utilizing State of Florida Contract #680-850-11 for Body Armor. On January 31, 2011, the State issued a Contract with multiple manufacturers of body armor. The Contract was valid from January 31, 2011 through January 30, 2014 with renewal options. Renewals have been issued by the State extending the contract period through January 29, 2017. Each awarded body armor manufacturer provides retail sales of body armor through their authorized distributors which are identified in the Contract. Point Blank Enterprises, Inc., one of the awarded firms, provides the rifle rated ballistic shields that meet the Police Department's specifications. Federal Eastern International Inc. is the authorized distributor for Point Blank Enterprises for our region. Per Florida Department of Management Services, prices offered on Contract # 680-850-11-1 are highly competitive with discounts ranging from 43.4 percent to 62.5 percent off MSRP.
The Delray Beach Police Departments mission is to ensure public safety. Sworn and civilian men and women work tirelessly to ensure safety and well-being of the residents and many visitors of the City of Delray Beach. They constantly analyze performance, research strategies and trends, and keep proactive to ensure the best service is provided to the Delray Beach community. With the developments over the last several years, particualarly within the past few months, the need for rifle rated ballistic shields has come to the forefront as a necessary tool in critical response incidents such as mass shootings . These shields would be stored in Sergeants' vehicles and deployed should the need arise during an active shooter scenario to protect officers from high-velocity threats. The total purchase price includes 25 Paraclete ASPIS Level III rifle rated shields with a view port and light kit. The same shields were recently purchased by the Miami Police Department and by the Palm Beach Sheriffs Office.
This motion to award is in accordance with the Code of Ordinances, Chapter 36, Section 36.02 (C)(7)(a)(b)(c), "Utilization of Other Governmental Entities Contracts".
