Approve an extension to the existing Project Consultancy and Design Services funding agreement for Romau, LLC for the improvement project located at 103 NW 5th Avenue, CRA sub-area #3 in a form acceptable to CRA Legal Counsel.

Background:

At the May 24, 2022, CRA Board Meeting, the CRA Board approved a Project Consultancy and Design Services Agreement with Romau, LLC for the property located at 103 NW 5th Avenue in CRA Sub Area #3, for an amount not to exceed $15,000 in a form acceptable to CRA Legal Counsel.

 

The business address is located in the West Settlers Historic District (along the historic Northwest 5th Avenue corridor) and therefore must have all project concepts approved by the Historic Preservation Board in advance of any permit submissions to the City of Delray Beach Building Department. To date, numerous concepts have been submitted to the Historic Preservation Board (HPB) for review. An application is currently in review with the HPB, however revision requests have resulted in a lengthy process.

 

Therefore, Romau, LLC is requesting an extension to allow the HPB to fully review the recently revised documents for approval and allow the business owner to proceed with the permitting process. Once approval is received the HBP, the architect estimates approval of permits for this mixed-use commercial improvement project will take an additional 4-6 months.

 

The Funding Agreement is currently set to expire on November 24, 2023.

 

Therefore, CRA Staff recommends approval of the First (1st) Amendment to the Project Consultancy and Design Services Funding Agreement with Romau, LLC to July 24, 2024.
