Motion to Authorize the issuance of a purchase order to Fisher Scientific Company, LLC for laboratory equipment and supplies pursuant to State of Florida Alternate Contract Source No. 41120000-20-ACS in the amount not to exceed $115,415.

 

Body

Background:

The Utilities Department utilizes specialized instrumentation laboratory equipment for monitoring the water quality throughout the City of Delray Beach by approved methods for which is certified by the State of Florida Department of Health. To maintain state certification, the Gas Chromatography/Mass Spectrometer Volatile Analyses System is used for compliance testing to identify unknown samples, contaminants, or residual solvents. These analyses are to satisfy Federal and State regulations and protect public health.

 

The existing laboratory instrumentation equipment has reached its life expectancy and has been used for twenty (20) years and is no longer supported by the manufacturer.

 

The Utilities Department is requesting replacement of Gas Chromatography/Mass Spectrometer Volatile Analyses System from Fisher Scientific in the amount not to exceed $115,415.

 

The City has identified a cooperative Agreement that will satisfy its requirements. On April 4, 2016, the State of Idaho, acting by and through the National Association of State Procurement Officials (NASPO) ValuePoint, competitively procured laboratory equipment and supplies, and awarded a five (5) year contract No. MA16000234-1 to Fisher Scientific Company LLC. On February 12, 2020, the State of Florida Department of Management Services entered into a participating addendum with NASPO and awarded Alternate Contract Source No. 41120000-20-ACS to Fisher Scientific Company LLC. The initial term of the Agreement was from February 12, 2020 thru March 31, 2021. On December 17, 2021, the State of Florida amended the Agreement and it will now terminate on March 31, 2022. 

 

This motion is in accordance with the City Code of Ordinances, Section 36.02 Commission Approval Required and the City’s Purchasing Policies and Procedures Manual, Change Orders and Amendments.
