Motion to Approve Resolution No. 115-26 approving a grant agreement (L0179) with the FDEP to provide partial funding for Delray Beach Stormwater Master Plan in the amount of $300,000.00; authorizing the City Manager to execute any amendments and/or renewals thereto and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
The Stormwater Master Plan will serve as the City’s primary framework for assessing the condition and capacity of the existing stormwater system, identifying vulnerabilities, and prioritizing future Capital Improvement Projects. This effort is central to the City's commitment to responsible infrastructure planning, environmental resources management, and community resilience. The resulting Stormwater Master Plan will support informed decision-making, strengthen the City's ability to pursue state and federal funding, and ensure that Delray Beach remains a safe, vibrant, and sustainable coastal community.
On January 21, 2025, the City of Delray Beach (City) authorized the Public Works Department to apply for the Hazard Mitigation Grant Program (HMGP), as approved by FDEM and the Federal Emergency Management Agency (FEMA). The program funds Watershed Master Plans (WMP) or Stormwater Master Plans (SWMP) throughout the State of Florida.
Staff is requesting review and approval of FDEM Agreement #H1443 in the amount of $300,000.00
This request is in accordance with Administrative Policies and Procedures Manual, Policy BF-24, Grant Administration Policy and Procedures.

Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
Funding in the total amount of $500,000.00 will be requested in the Fiscal Years 2027 through 2031 Capital Improvements Program (CIP) Budget for the Stormwater Master Plan Project. With approval of FDEM Grant Agreement #H1443 for a funding amount of $300,000.00, the City’s estimated total cost will be $200,000.00.
