Background:
Following from a 2018 application, the City of Delray Beach (City) was awarded a federally-funded grant by the Transportation Planning Agency of Palm Beach County (TPA) under its Local Initiatives Program for “widening and/or restriping roadways to provide designated bike lanes, construction of pedestrian facilities, shared use paths, greenway/trail corridors bike and pedestrian supporting facilities” for Lindell Boulevard Loop Connection to Brant Bridge (along Blue Jay Turn, Carl Bolter Drive & Avocet Road).
The project is a Complete Streets initiative which will enhance environments for all road users, including motorists, cyclists, and pedestrians. The project will include shared-use paths and/or sidewalks. ADA accessibility will be improved with the installation of curbs and ADA ramps. Milling and resurfacing and pavement markings will be completed along the entire corridor. Pedestrian scale-lighting will be included where share path is installed along Blue Jay Turn, Carl Bolter Drive & Avocet Road. Drainage with implementation of exfiltration trenches and swales will be improved along the project as needed. Sanitary sewer lining and rehabilitation will be incorporated along Carl Bolter Drive. All mentioned work will be completed within the existing right of way.
On January 6, 2025 the City issued ITBC 2026-014 in order to select a firm which will provide all labor, materials, tools, equipment, supplies, and supervision related to the construction of the Brant Bridge Connector project.
On February 11, 2026 the City received four (4) submittals pursuant to ITBC 2026-014. The bid submitted by M&M Asphalt Maintenance dba All County Paving was deemed responsive and responsible per the bid requirements.

Therefore, staff recommends awarding the construction contract to M&M Asphalt Maintenance dba All County Paving in the base bid price of $2,079,000.00.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Funding Source/Financial Impact:
Funding for this project was approved in the as approved in the Fiscal Year 2026 through 2030 Capital Improvement Plan Budget in the amount of $2,750,000.00 from 334-41-340-541-68.14 (Capital Outlay FDOT Lindell Blvd Loop). A portion of these funds have been encumbered for Construction Engineering Inspection (CEI) Services, leaving an available balance of $2,197,759.91. The project is partially funded with federal funds administered by the FDOT under the TPA Local Agency Program (LAP), as well as local agency funds provided by the City. LAP Grant Agreement No. 441586-1-58-01 will provide $1,671,256.00 toward the cost of this project.
