Motion to Approve Amendment No. 1 to RFQ 2021-005 with CHA Consulting Inc., formally known as A&P Consulting Transportation Engineers Corp. for additional Construction Engineering and Inspection (CEI) Services for the Reclaimed Water Main Area 10 Project (Project No. 17-133) in the amount of $18,464, for a revised contract value of $201,814.

Background:
On April 6, 2021, City Commission approved Resolution No. 54-21 with an Agreement to A&P Consulting Transportation Engineers Corp. for Construction, Engineering, and Inspection (CEI) Services for the Reclaimed Water Main Area 10 Project pursuant to RFQ No. 2021-005 in an amount of $124,022.
The construction project had an initial contract time of 180 calendar days after the Notice to Proceed. The Agreement terms will be from the date of full execution through the completion of work and full acceptance by the City.
In May 2022, DBE Management, Inc. dba DBE Utility Services (General Contractor), requested and received an extension in their construction completion time for an additional 426 calendar days due to material shortages resulting from the COVID-19 Pandemic. Continual CEI services needed to be extended accordingly and on June 24, 2022, a contract value increase of $59,328 was approved, for a revised contract value of $183,350.
Presently, additional CEI services are required to cover the final construction items necessary to close the project.

Funding Source:
Funding in an amount not to exceed $18,464 is available from account number 442-36-260-536.63-10.
Timing of Request:
Approving this agreement is time sensitive to maintain the budget and schedule commitments.
