Motion to Approve Resolution No. 29-25 to award an Agreement with Corsair Powersports of Jacksonville, Inc., dba BMW Motorcycles of Jacksonville for the purchase of four (4) Police Motorcycles pursuant to ITB 2025-021 in the amount of $119,179.00.

Background:

Each year, the Fleet Division of the Public Works Department (Fleet) evaluates the City of Delray Beach’s (City) fleet of vehicles to provide recommendations for replacements. Vehicle conditions are monitored throughout the year, and vehicle history data is utilized to identify those vehicles that meet the thresholds that are used as criteria for these recommendations. The criteria considered includes age (as compared to predicted life cycle), mileage (usually based on 100,000-mile threshold), dollars spent on repairs and/or maintenance as compared to original purchase cost (expressed in percentage), overall vehicle condition, and replacement score as calculated on the City’s fleet software, FASTER.

 

When replacing vehicles, Fleet coordinates with the User Departments to determine that the needs of the department will continue to be met by the proposed replacement vehicle, as well as inclusion of necessary changes or improvements. In FY 2022 - 2023, Fleet coordinated with the Police Department to begin discussions on replacing the fleet of police motorcycles. During this time, it was determined that the best replacement for the Harley Davidson (HD) police motorcycles was the BMW police motorcycle. The decision to purchase two (2) BMW police motorcycles that year was based upon market research, including rider safety, costs (including aftermarket upfitting), and warranties.

 

The BMW motorcycle is equipped with a more effective ABS brake system, resulting in a shorter stopping distance during emergency braking. The elevated seat height improves visibility in traffic. The BMW motorcycle has better acceleration and handling, significantly better ergonomics, and does not overheat like the HD motorcycle due to a better engine cooling system.

 

The BMW police motorcycles arrive from the dealership fully equipped and road ready while the HD motorcycle requires after-market upfitting. The BMW motorcycle can be operated with regular octane fuel at the City fuel stations while the HD motorcycle requires premium fuel from local gas stations. Purchase of a BMW motorcycle includes a 3-year / 60,000-mile factory warranty with the option to upgrade the warranty to a 7-year warranty. The service intervals are 6,000-miles compared to the 3,000-mile service intervals of the HD motorcycle. Lastly, the BMW motorcycle is factory-equipped with a dual battery system which eliminates the need to change the battery every 10-months.

 

In the Fiscal Year 2025 through 2029 Capital Improvement Program (CIP) Budget, funding was approved to replace four (4) HD police motorcycles in Fleet’s Vehicle Replacement program.  

 

On January 2, 2025, the City of Delray Beach issued ITB 2025-021 for the purchase and delivery of four (4) model 2024 or newer BMW Police Motorcycles (R1250 RT-P) as the primary choice or Harley Davidson Electra-Glide (FLHTP) as the secondary choice.

 

On January 15, 2025, the City received three (3) submittals pursuant to ITB 2025-004. The bid submitted by Corsair Powersports of Jacksonville, Inc. dba BMW Motorcycles of Jacksonville was deemed the lowest, responsive and responsible bidder per the solicitation requirements.

 

Four (4) BMW motorcycles with the 7-year extended warranty total $119,179.00 ($29,794.75/each). The agreement is valid for the one-time purchase and delivery of motorcycles.    

 

The City, at its sole discretion reserves the right to terminate this Agreement with or without cause immediately upon providing written notice to Contractor. Upon receipt of such notice, the Contractor shall not incur any additional costs under the Agreement. The City shall be liable only for the reasonable costs incurred by the Contractor prior to the date of the notice of termination. The City shall be the sole judge of “reasonable costs.”

 

This motion is in accordance with Code of Ordinances, Section 36.02, Commission Approval Required.

Funding Source:

Funding is available as approved in the Fiscal Year 2025 through 2029 Capital Improvement Program Budget via the Vehicle Replacement Project in GL account 501-43-390-549.64-14 (Finance Project Code 41057). Expenditures from the Vehicle Replacement Project will be financed with the proceeds of capital lease.
