Motion to Award the purchase and replacement of a Lime Slaking Unit for the Water Treatment Plant to Water Treatment & Controls Company in the amount of $193,558.00. The method of acquisition is in accordance with Section 36.02(C)(6)(a), “Sole Source.”

Background:

The water treatment plant has four lime slaker units. The original units were installed 1992 during the plant’s conversion to lime softening treatment process. The original units were manufactured by Wallace and Tiernan Company. Over the years, the reliability and efficiency of the units have diminished, thus requiring replacement. One of the western units was replaced in March 2016.  This request is to replace one lime slaker unit located in the easten portion of the Water Treatment Plant. The replacement of a lime slaker unit was budgeted and approved in this year’s Capital Improvement Program (CIP).

 

The equipment is currently manufactured by Integrity Municipal Systems, LLC (IMS) in California.  Water Treatment and Controls Company (WTCC) of Pensacola, Florida, is the sole and exclusive representative of IMS equipment for the state of Florida.

 

Water Treatment Controls Company has provided a proposal to replace the lime slaker unit at a cost of $193,558.00.  The proposed unit is a direct replacement, which includes the labor to install the unit, feeder, paste slaker, grit remover, and control panel.  The exact alignment and fit to accommodate the existing configuration is critical in minimizing any retrofitting work.

 

The award to Water Treatment & Controls Company for replacement lime slaker unit at the Water Treatment Plant is in accordance with City’s Code of Ordinances, Chapter 36, Section 36.02(C)(6)(a) “Sole Source.”  The award is considered sole source as the unit from IMS through WTCC is a direct replacement, maintaining the operating design of the plant, whereas units available from other vendors would require design modifications to accommodate for a replacement unit.

Approved as to form and legal sufficiency.

 

Finance Department Review:

Finance recommends approval.

 

Funding Source:

Funding is available from 442-5178-536-64.90, Water & Sewer Renewal and Replacement / Other Machinery/Equipment.

 

 

Timing of Request:

The approval of this item is of high importance to initiate timely procurement and replacement of the unit.
