By motion, receive and file this report for actions on development application requests from September 1, 2026, through September 11, 2026.

Background:

This report is the method of informing the City of Delray Beach (“City”) City Commission of actions taken on site plan applications either by a City board or by the Development Services Director via administrative approval, which may be appealed by the City Commission, pursuant to Land Development Regulations (LDR) Section 2.1.3(F), Appealable Reports of Board Actions, and Section 2.4.10(A)(5)(b-c), Site Plan Applications. Administratively approved site plan applications are limited to fully code compliant Level 2 applications.

 

A staff report, along with associated exhibits and/or plans, provides a thorough description and analysis of each request. Items that appeared on a board’s agenda that are not listed below were not acted on by the board (i.e. continued with direction) or received a recommendation to the City Commission for final action.

 

Historic Preservation Board

Meeting Date: September 2, 2026

 

1.  236 N. Dixie Boulevard (HP-744-2026)

Request: Certificate of Appropriateness request for the installation of air conditioning units with screening on the rooftop of a two-story contributing single-family residence.

Public Comment: Two in support of the proposal.

Board Comment: The Board was supportive of the proposal with general comments regarding other possible locations for the units.

Board Actions: Approved 7-0

 

2.  300 SE 7th Avenue (HP-575-2026)

Request: Certificate of Appropriateness request for the replacement and installation of windows on a contributing single-family structure.

Public Comment: None.

Board Comment: The Board was supportive of the proposal.

Board Actions: Approved 7-0

 

3.  514 NE 3rd Avenue (HP-95-2025)

Request: Certificate of Appropriateness request for the construction of a new single-family residence. 

Public Comment: None.

Board Comment: The Board was supportive of the proposal.

Board Actions: Approved with conditions 7-0

 

4.  14 George Bush Boulevard -East Parcel (HP-298-2026)

Request: Certificate of Appropriateness and Demolition in association with the demolition of the existing contributing single-family structure and construction of a new single-family residence on the east parcel of the property.

Public Comment: There were several public comments in favor of the project.

Board Comment: The Board was supportive of the proposal but had concerns regarding the 2-story height for the Mid-Century/Contemporary style architecture, the pitched roof, and bronze frame windows.

Board Actions: Approved with conditions 6-0 (Peter Dwyer Recused)

 

5.  14 George Bush Boulevard -West Parcel (HP-293-2026)

Request: Certificate of Appropriateness and Demolition in association with the demolition of the existing contributing single-family structure and construction of a new single-family residence on the west parcel of the property.

Public Comment: There were several public comments in favor of the project.

Board Comment: The Board was supportive of the proposal but inquired about the design of the proposed decorative tile elements.

Board Actions: Approved with conditions 6-0 (Peter Dwyer Recused)

 

6.   23 S. Swinton Avenue (HP-487-2026)

Request: Level 2 Site Plan Modification, Certificate of Appropriateness and Waivers associated with alteration and construction of an addition to an existing one-story contributing commercial structure.

Public Comment: Two in support of the proposal.

Board Comment: The Board was supportive of the proposal.

Board Actions: Approved 6-0 (Chris Cabezas Recused)

 

7.  703-715 NE 3rd Avenue (HP-139-2025)

Request: Level 2 Site Plan Modification, Certificate of Appropriateness, Demolition, and Waivers associated with three lots containing existing contributing and non-contributing structures.

Public Comment: None.

Board Comment: The Board was supportive of the proposal but requested that the windows on the new construction for 715 be 6 over 6 style windows to match the existing historic structure at 703.
