Board direction on the dissolution of the Delray Beach Community Redevelopment Agency Redevelopment Advisory Committee.

Background:

On August 22, 2023, CRA Board Meeting, the CRA Board approved Resolution 2023-03 creating the Delray Beach Community Redevelopment Agency Redevelopment Advisory Committee (RAC) including certain regulations to govern the RAC’s membership and duties.

 

At the October 21, 2025, CRA Board Meeting, the CRA Board selected the 2025-2026 RAC members. The committee included previous 2024-2025 RAC members Angela Hill (CRA Subarea 4), Kristina Lebrevelec (CRA Subarea 7), and Lucika Suarez (CRA Subarea 8). The RAC meetings were scheduled four times on November 13, 2025, January 22, 2026, March 12, 2026, and June 25, 2026, to discuss their assignment of the redevelopment of CRA-owned property located at 235 SE 2nd Avenue, Delray Beach, Florida 33445.

 

Three of the four RAC meetings had a quorum. At the June 25, 2026, RAC Meeting, only one RAC member attended. The present member was Kristina Lebrevelec, RAC Chair, who gave notice that she would be moving from the CRA area and would no longer be eligible to serve on the RAC.

 

Article 6 of the RAC Guidelines requires that each member prepares a report to provide the CRA.  Article 6 defines the report as a document “prepared on each assignment that has been assigned to the RAC which shall include backup supporting documentation and individual reports from each RAC member that include their findings and recommendations on the matter at issue.” Two committee members provided reports on redevelopment of CRA-owned property located at 235 SE 2nd Avenue, Delray Beach, Florida 33445 (see Exhibit B).

 

Direction Regarding Redesignation:

CRA Staff is seeking direction from the CRA Board regarding redesignation of RAC to an ad hoc committee. This will allow the CRA Board to convene a committee when there are subjects/projects that the CRA Board would like discussed by a committee.

 

Article 3.3 of the RAC Resolution states the following:

 

 

 

 

3.3.                     RAC Term Review.   Three (3) months before the expiration of the first RAC member’s term, the CRA Executive Director shall place RAC on a Board meeting agenda for discussion by the CRA Board. The CRA Board may discharge and dissolve RAC at that time by a majority vote of the CRA Board Members.
