Motion to Approve a contract award to Motorola Solutions, Inc., for the purchase of portable and mobile public safety grade two-way radios, utilizing State of Florida Commodity Contract #725-500-12-1, in the amount of $1,025,425.75, which will increase the total fiscal year 2016 not to exceed amount to $1,142,273.47.

Background:
On December 2, 2014, Commission approved an interlocal agreement with Palm Beach County that created a cooperative purchasing alliance between the City and Palm Beach County for acquisition of a P25 radio system. Our current radio system is integrated into the County system. Subseqently, On December 8, 2015, the City approved a Statement of Work in the amount of $1,333,573 utilizing the County bid pricing for the purchase of the radio system which included an 800 MHZ P25 Simulcast system, dispatch console systems, and all infrastructure connectivity needed. The P25 radio system is a standard for the design and manufacturing of interoperable digital two-way wireless communications products and has gained worldwide acceptance for public safety, security, public service, and commercial applications. The published Project 25 (P25) standards suite is administered by the Telecommunications Industry Association (TIA Mobile and Personal Private Radio Standards Committee TR-8). Radio equipment that demonstrates compliance with P25 is able to meet a set of minimum requirements to fit the needs of public safety. This standard allows for improved communications within and between agencies, especially emergency service providers. Such intra and inter-operability is necessary for coordinating efficient and timely responses in our post 9/11 world. The purchase of the radio system utilizing the County contract was done with the understanding that the City would initiate a separate procurement for the radios and related services.
This approval request is for the purchase of the portable and mobile public safety grade two-way radios utilizing the State of Florida Commodity Contract # 725-500-12-1. The total cost of $1,025,425.75, which was negotiated to the lowest possible price, includes portable two-way radios and accessories, portable two-way radios battery chargers, mobile two-way radios and antennas, encryption, and implementation and labor services cost.
To date in Fiscal Year 2016, Motorola Solutions, Inc. has been awarded $116,847.72. With approval of this purchase, the Fiscal Year 2016 not to exceed amount will be $1,142,273.47.
This award is in accordance with the Code of Ordinances, Chapter 36, Section 36.02(C)(7), “Utilization of Other Governmental Entities' Contracts.”
City Attorney Review:
Approved as to form and legal sufficiency.
Finance Department Review:
The Finance Department recommends approval. Finance will consider these items for lease financing.
