Motion to Approve an Agreement between the City of Delray Beach and EDSA, Inc. for professional design engineering and construction administration services for the Beach Master Plan in an amount not to exceed $464,350 (Project No. 2015-008).

 

Body

Background:

On January 10, 2016, a Request for Qualifications was advertised for qualified architectural firms to submit their qualificaitons to provide professional consulting services for architectural and engineering design and construction administration services for development of the Beach Area according to the Beach Area Master Plan.  The selection committee unanimously agreed that EDSA, Inc. was the top ranked respondent for RFQ 2016-056, and on April 19, 2016 the City Commission approved the top ranking of EDSA, Inc.

 

The proposed Beach Master Area engineering design by EDSA, Inc. shall be based upon the conceptual Beach Area Master Plan recommendations from the beach design charrette on November 4, 2009; which was presented to the City Commission on May 18, 2010.

 

The recommendation for award complies with the Code of Ordinances, Chapter 36, Section 36.02 (A)(2), "Requests for Proposals, Requests for Qualifications, Requests for Letters of Interest".

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source:

Funding for the design, engineering, and construction administration of the project is available from Account No. 334-4144-572-63.20 (General Construction Fund - Landscaping/Beautification).

 

Timing of Request:

This approval is time sensitive because the design services are necessary in order for the City to apply for permits from the Florida Department of Environmental Protection and the Florida Department of Transportation to begin the construction phase of the project by July 5, 2016.
