Motion to approve Resolution # 119-24 to award a City Standard Agreement with Florida Bullet, Inc. to purchase ammunition for City of Delray Beach Police Department in the amount of $800,000.00.

Background:

Ammunition is a requirement for law enforcement agencies. Standardization of ammunition is very important to maintain consistency for officer training and weapon performance. As such, it is necessary for the Police Department to use only one kind of ammunition for duty use and comparable ammunition for training. When selecting ammunition, factors that are considered include the casing, bullet weight, propellant, toxicity (of airborne fragments subsequent to fire), and bonding.

The SPEER/Federal ammunition was selected through Department testing, research of ballistic results from a study by the Federal Bureau of Investigation, and the ballistics of the training ammunition is very similar to duty ammunition. Additionally, SPEER/Federal ignition powder comes from a patented Clean-fire primer that contains no lead, barium or antimony. The lead core of the bullets is encased in a seamless metal jacket so powder gases can't burn lead off the bullet base; unlike regular ammunition where the caps can loosen and leak lead.

Florida Bullet is a sole source vendor for SPEER/Federal ammunition and the Delray Beach Police Department has been utilizing the same manufacturer of ammunition for over ten years.

On October 20, 2015, the City Commission approved Florida Bullet Inc. as a sole source vendor for ammunition in accordance with the Code of Ordinances, Chapter 36, Section 36.02 (C) (6) (a), "Sole Source". On September 19, 2022, the City Commission approved Resolution 166-22 approving SPEER and Federal Ammunition as City Standard and authorizing the issuance of a Purchase Order to Florida Bullet, Inc., as a sole source for the purchase of law enforcement ammunition in the amount not to exceed $150,000 for FY 2022-2023. The Police Department, in collaboration with the Purchasing Department, is bringing forward for approval a Resolution 119-24 approving a City Standard Agreement with Florida Bullet, Inc. This is a three-year agreement with two one-year renewal options.
