Motion to approve Resolution No. 129-24 to issue a Purchase Order to Frazer, Ltd. for the purchase of a new Frazer Medium Duty Rescue Ambulance utilizing BuyBoard Contract No. 650-21 in the amount of $573,183.25.

Background:
The Fleet Division of Public Works (Fleet) is responsible for the replacement of vehicles in the City’s fleet. Rescue Ambulance 201560 has exceeded its life expectancy as a front-line emergency response vehicle and is scheduled for replacement in the approved Fiscal Year 2024 through Fiscal Year 2028 Capital Improvement Program (CIP) Budget.
On October 1, 2021, BuyBoard, a National Purchasing Cooperative of which the City of Delray Beach is a registered member, awarded Contract No. 650-21 to Frazer, Ltd. (Frazer), for the purchase of Ambulances. The initial contract term is October 1, 2021, through September 30, 2022, with the option to renew for two (2) one-year renewal terms.
On July 29, 2021, the first of two one-year renewal terms was executed, extending the contract from October 1, 2022, through September 30, 2023.
On August 3, 2022, the second of two one-year renewal terms was executed, extending the contract from October 1, 2023, through September 30, 2024.
The chassis will be delivered to the vendor in July. There is an estimated 16-18 month build time of the ambulance following delivery of the chassis.
Upon acceptance of the new Frazer Medium Duty Rescue Ambulance, Rescue Ambulance 201560 will be moved into reserve status for the balance of its life cycle.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.

Funding Source/Financial Impact:
Funding will is available from account number 501-43-390-549.64-14 (Heavy Equipment). On October 17, 2023, the City Commission approved Resolution No. 197-23 declaring the City’s intent to reimburse the Central Garage Fund with proceeds from tax-exempt lease purchase proceeds in an aggregate principal amount of not to exceed $3,956,096 for certain capital expenditures approved in the FY2024 - FY2028 CIP budget. This Medium Duty Rescue Ambulance is one of four vehicles approved for purchase utilizing a lease purchase agreement(s).
