Special Events Technical Advisory Committee (SETAC) recommends the Development Services Management Group (DSMG) approve the special event known as 2nd Annual Bounce St. Patrick's Block Party to be held on March 14, 2026; and authorize the Special Event Manager (SEM) to take all actions necessary to effectuate the Special Event Permit.

Background:
Bounce Beach Sporting Club submitted a Special Event Application on December 9, 2026 for the event 2nd Annual Bounce St. Patrick's Block Party to be held on March 14, 2026 on SE 3rd Avenue between Atlantic Avenue and SE 1st Street. This will be the second year of this annual event. This event will be a block party to coincide with the city's parade. The event will include alcohol, live music, cooking on site, and merchandise vendors. The applicant was made aware of the issues from the first event in 2025 and has designated a plan to mitigate those issues. The applicant has submitted a cleaning plan to make sure the road will be opened on time. The applicant has worked with representatives from PD, FD and PW to ensure the site plan of this event meets everyone's approval. The event will begin at 12pm with set-up beginning at 8am (once the road is closed) and the event will end at 6pm giving ample time for the road to be reopened by 8pm. SE 3rd Avenue is a road that is already closed for the parade, PD and PW will just keep it closed longer. SETAC representatives for PD, FD and PW have no issues with this event taking place. The event producer is expecting about 500 people to attend.

Funding Source/Financial Impact:
There is no financial impact to the city as the producer will be billed for all costs.

The event is approaching and the producer would like to finalize arrangements and begin advertising.
