Motion to approve the appointment for two (2) regular members to serve an unexpired term ending July 31, 2026.

Background:

Due to Gary Petillo and Sara Jones being removed from the board, this created vacancies. This is an unexpired term and will expire on July 31, 2026.

 

On April 1, 2008, the Delray Beach City Commission adopted Resolution No. 12-08 establishing the Affordable Housing Advisory Committee for the purpose of recommending incentives for affordable housing to the City Commission.

 

On January 17, 2012, Resolution No. 05-12 was adopted to allow the appointment of citizens engaged in the activity without regard to affordable housing, if the City, whether due to its small size, the presence of a conflict of interest by prospective appointees or other reasonable factors, is unable to appoint a citizen actively engaged in these activities in connection with affordable housing.

 

The Affordable Housing Advisory Committee is required to be comprised of individuals who meet specific statutory criteria related to affordable housing. The following bolded categories must be represented:

 

(a) A citizen who is actively engaged in the residential home building industry in connection with affordable housing.

(b) A citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing.

(c) A citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing.

(d) A citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing.

(e) A citizen who is actively engaged as a for-profit provider of affordable housing.

(f) A citizen who is actively engaged as a not-for-profit provider of affordable housing.

(g) A citizen who is actively engaged as a real estate professional in connection with affordable housing.

(h) A citizen who actively serves on the local planning agency pursuant to s. 163.3174. If the local planning agency is comprised of the governing board of the county or municipality, the governing board may appoint a designee who is knowledgeable in the local planning process.

(i) A citizen who resides within the jurisdiction of the local governing body making the appointments.

(j) A citizen who represents employers within the jurisdiction.

(k) A citizen who represents essential services personnel, as defined in the local housing assistance plan.
