Approve a ratification and amendment to the Site Development Assistance Funding Assistance Agreement for Blanc Beauty Salon Hair and Nail, Inc. for the improvement project located at 26 NW 6th Avenue, CRA Subarea #3., to increase the funding assistance amount and to extend the termination date.

 

Body

Background:

Blanc Beauty Salon Hair and Nail Inc was formed over 30 years ago by Co-Owners, Norcibien Monhomme and Chantal Reinfort-Monhomme (Grantee). They have secured a multi-year lease at 26 NW 6th Avenue with Hatcher Construction and Development (Hatcher) and have renovated the 900 square foot leased space to meet the needs of their hair and nail salon. 

 

At the November 16, 2023, CRA Board Meeting, the CRA Board approved a Site Development Funding Assistance Agreement for an amount not to exceed $32,141, to assist with the cost of improvements including interior framing, electrical, plumbing, related permitting, etc.

 

On April 23, 2024, the CRA Board approved a First Amendment to the Agreement and extended the termination date to July 1, 2024.

 

On July 23, 2024, the CRA Board approved a Second Amending to the Agreement and extended the termination date to September 1, 2024.

 

During the course of renovation, two (2) change orders increased the scope of work and the cost of construction by $10,040. The additional work would be eligible expenses under the CRA’s Site Development Funding Assistance Program. The Grantee has requested additional funding assistance to assist with the costs associated with the increased scope of work.

 

The CRA’s Site Development Funding Assistance Program provides funding assistance in an amount up to $75,000, for eligible expenses. The Grantee’s request for additional funding assistance does not exceed the CRA’s award guidelines for the Site Development Funding Assistance Program.

 

Permits for this project have been approved, the work has been completed by Hatcher, and final building and fire inspections were performed on August 30, 2024. At this time, the Grantee is awaiting issuance of the Certificate of Occupancy.

 

Blanc Beauty Salon Hair and Nail Inc. continues to stay in contact with CRA staff as it relates to receiving its Certificate of Occupancy. 

 

Therefore, CRA Staff recommends the approval of a Third Amendment to the Site Development Funding Assistance Agreement with Blanc Beauty Salon Hair and Nail, Inc. ratifying the Original Site Development Funding Assistance Agreement, extending the termination date to October 31, 2024, and increasing the funding assistance amount for an amount not to exceed $7,530.25, for a total funding assistance amount not to exceed $39,671.25.
