Motion to adopt Resolution No. 34-19 and approve an agreement with Southern Star Contractors, Inc. for an estimated cost of $864,110.

Background:

On September 27, 2018, the City of Delray Beach (City) received three responses to an advertised Invitation to Bid Construction, No.2018-049 for water treatment plalnt (WTP) improvements to replace a bleach tank, rehabilitate a clarifier, and replace major valves. It combined three separate projects budgeted out of the repair and replacement fund which are identified as capital improvement project #’s 17-037, 17-038, and 17-039.  

 

Multiple construction related projects at WTP have been programmed and approved within the Utilities Department’s  capital improvement plan as repair and replacement budgeted line items. Project 17-037 is for the replacement of the 8,500-gallon sodium hypochlorite (bleach) tank, Project 17-038 is to rehabilitate clarifier #1 and Project 17-039 is to replace filter fill and drain valves.  Since this work will be performed at the Utilities’ WTP, all three projects were combined into a unified competitive bid package which minimizes disruptions to the facility, and is considered the most efficient and effective way to construct the planned improvements. Also, economies of scale will be realized for mobilization, staff time, and other related construction costs. Please note that as part of the bid package, additional filter repairs and valve replacements were listed as add-alternate bid items, which need to be done, and will be included in this project.This is more cost effective than doing them as an independent project and also further improves the hydraulics of the plant, which helps optimize the treatment process. The cost of the add-alternate work is included in the award recommendation and will be funded using allocations from the WTP machinery and equipment account budget.

 

City staff and Baxter Woodman (formerly Mathews Consulting, Inc) the project consultant, reviewed the required documents provided by three companies who submitted bids for the project and recommend that the low bidder, SSC be awarded an agreement for a price not to exceed $864,110.

 

The construction is programmed in the Water and Sewer Renewal and Replacement budget for Fiscal Year 18/19.

 

This motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures.
